Council vs Counsel: Which One Do You Need?

Ask whether you mean a body of people or the giving of advice. Only counsel can be a verb.
“the parish ___ voted” → a group, so council.
“he ___ patience” → an action, so counselled.
A council has citizens on it. To counsel is to sell someone an idea.

Counsel: advice, or a lawyer
As a noun it means guidance, or the barrister representing someone. As a verb it means to advise, especially in a professional or therapeutic setting.
He offered wise counsel.
Counsel for the defence rose.
She counsels families in crisis.

The exception
A councillor sits on a council. A counsellor gives counsel — a therapist, or in some countries a lawyer or a diplomat.
American spelling uses one l in both: councilor, counselor.
