While vs Whilst: Is There a Difference?
They mean the same thing. While works everywhere; whilst is British, more formal, and never used in American English.

The test that settles it
There is no meaning to test, because there is no difference in meaning. Ask instead who is reading. For an American audience, or for anything plain and modern, use while. Whilst is a stylistic choice, and a slightly old-fashioned one.
Writing for a general or American readership → while.
Writing formal British prose and wanting that register → whilst is available.
If you are unsure, while is never wrong. That is not true of whilst, which will look odd to half the English-speaking world.
While: during, or whereas
A conjunction meaning during the time that, and also meaning whereas when it sets two things against each other. It is also a noun — a while — and a verb in while away.

Whilst: the formal British variant
Identical in meaning to the conjunction, and confined to British and Commonwealth writing. It has no noun or verb form at all.

Is it a conjunction in formal British prose? Then whilst is an option.

The exceptions
You can wait a while, but never a whilst. You can while away an afternoon, but never whilst away one. The variant covers only the conjunction, which is the single hard rule in this pair.
While the figures rose, confidence fell could mean during or whereas. If the sentence could be read either way, whereas or although will say it more clearly than either spelling.
